Architecting Safety: The Challenge for the States
As the Department of Homeland Security grapples with the challenge to create a central organizing force to ensure the nation’s safety, states face critical decisions and management challenges on the front lines.
With billions in funding on the table, the states must move quickly to identify requirements, define priorities, create implementation plans, and make business cases to support decisions. Each state must then take its business case back to the federal government and provide reasoning for each funding component. The Department of Homeland Security must tie all funding to the ability
to demonstrate specific goals and objectives, and must hold the states and localities accountable
for achieving these benchmarks.
